tarballs not present after conda install

in init.sh script the tarball copy lines (like "cp -v $env_pkgs_dir/astropy-*.tar.bz2 .") fail because the tarballs are not present after doing a conda install.

This is weird, because I just tested init.sh and it ran just fine and created the artifacts directory with the tar.bz2's in it. We need to look at why we get different outcomes.
