CMIP downscaling - decide on approach

We've been talking with @rwspicer and @tobeycarman about tem-ds [possibly new name at some point] they're developing and integrating it into dapper to provide some CMIP downscaling functionality.

@rwspicer This may also be a good path for you to pursue instead of the surface file discussion we had today. Up to you, but this is a project need that might not be fully addressed for awhile and definitely could have elements of local computing (as opposed to GEE)...
