The ACTIVSg2000 and ACTIVg10k systems have numerous PV buses with inactive generators (some are possibly meant to be synchronous condensers). This logs an error when parsing the system in PowerSystemsCaseBuilder and therefore in the PowerSystems tests.
The data should be updated to make the units available at the PV buses.
