Please provide a clear description of problem this feature solves

Currently some inventory processes auto-create objects present on Site in the REST DB, but not all of them. This prevents REST from rebuilding it's cache automatically.

Feature Description

Allow REST layer to rebuild it's cache, all inventory methods should auto-create any object found in Site that is not present in REST.
