Fix storage capacities in the Sienna system

- An issue is identified where `calculate_derating_data` doesn't update storage resources except for 1 hour storage units
- There seems to be an issue in the initial ERCOT system being read as they don't have a `storage_capacity` value, so all storage resources are set to 1 hour
