Fillup description from the input excel files.

Rebuild the technologies.json by reading in the input excel files and linking the description column to the relevant descriptions.

Root technology - Need to be added separately
category_defs - Available in excel file
metric defs - Available in the excel file

We also need to add descriptions, image locations in the excel files separately
