Move all data explorer macros to web repo

Right now the process for exporting data for the web requires programs in the repos where the data lives (ie crime data in the Police repo). This is inefficient and requires unnecessary issues and pull requests. We should migrate those programs to the web repo and convert them to macros.

@rpitingolo @ptatian wasn't the thinking that someone would just run the web update as the last step of the update to XX data. Like the crime update?

@lhendey @ptatian that was initially the thinking. That said, because the CSVs for the web have to be organized by category, this kind of broke down since some categories (like housing) pull and merge data from a bunch of different places. I think the easier solution is to consolidate into the web library.
