Set ACC max speed as speed limit

As discussed on Discord, it would be great to add an option to automatically set the ACC maximum speed to the detected speed limit when engaging ACC.

This would make ACC behavior more intuitive, reduce the need for manual adjustments, and improve the overall driving experience.

Since the concept has already been discussed, I'm opening this issue to track interest and progress.

Note : a setting to set a offset in mph/kph/% as in Tesla-unity would be awesome!

This is a feature of upstream openpilot, but this can be fixed by supporting nap on a community fork like sunnypilot. This is on the roadmap, but currently blocked as some other things that need to be done first.
