Cannot Drop Files in Finder

Bug Description

I think this is related to the window bug I mentioned in the past, where the window gets stuck in loop. What happens is the odd time, not very often, I cannot drag and drop files. I can grab the files, and I can move them around but I can't release them. It's so rare but when it happens I force quite middle drag and it works. I think this is related to the other bug somehow.

This has been happening for a while but it doesn't happen enough for me to report it until now.

Steps to Reproduce

1. Grab some files in finder.
2. Move them
3. Release <- This is where things get stuck.

Expected Behavior

Be able to release the files.
