[Proposal] Allow loading of rules from a file

Hello,

At SDC we're looking to adopt this as part of a git hook and it would be nice if we could have our own custom rules that would benefit our project. Would it be possible to load rules as a JSON from a file instead of being hard coded in the program itself? This would allow for greater flexibility in how we could tailor this great program to our needs.

I'm trying to avoid rules-fragmentation as much as possible (i.e. every team having different but more than likely overlapping rulesets)

Generally if a rule is useful (or not so) then it should apply to most people and I wouldn't want the community missing out on the benefit of other people's experience.

That said, if there are genuinely things that are valid and team specific then there could be a case for opening it up a bit.

What specific cases have you so far identified that you'd be wanting to add/remove?
