Player joins in between with no cards in the hands

Describe the bug
when some new player join in between the game (for example player4), it shows player4's space on table but doesn't show any cards in his hands.

Expected behavior

1. shouldn't be allowed to join in between a game for a new player
2. if allowed and given space on the table , cards in the hands should also be displayed which is missng
3. always redirect the https://copi.owasp.org/games/:game_id/player/new to https://copi.owasp.org/games/:game_id once the game is started, so new player can only be a spectator.

Hi @khushal-winner , This is a duplicate issue of #2521 . My PR #2531 fixes this by blocking /games/:game_id/players/new for started games and preventing player creation at the data layer.
This eliminates mid-game joins entirely, which also resolves the empty-hand UI bug. Unauthorized attempts redirect to spectator view with an error message.
