QUIC measurement

🎯 Problem to be solved

We have QUIC turned on on some clusters for some time and we saw it's stable so far. We have not measured its performance improvements.

Panels:

• Change P2P Network Avg Rate Rx+Tx to include also QUIC vs TCP? Or create a separate similar panel
• Others?

🧪 Tests

• (?) Run Kurtosis clusters between separate machines and test performance with and without QUIC, using local blocks
• Update Hoodi and/or Mainnet clusters to use QUIC and measure potential improvement. Ideally there should be local blocks built with TCP and then with QUIC, where we can see the improvement
