Collection-level search

It would be good to allow collection-level search, where you can find suitable collections for your use-case. This could be solved through a new extension to STAC API or OGC APIs.

For platform SRR2, we will first focus on having a user friendly collection catalog, with some client side filtering.
Then if collections grow further, we can indeed add a typical collection search step, like already available in catalog standards.

For this, I'd try to simply take over whatever OGC APIs (and STAC APIs) have defined for collection search at that point. So not much effort on the spec specification side. We have to ensure though that this doesn't conflict with collection level transactions (see #359), but these may also be defined based on OGC API definitions.
