Sector vocabulary

I added a table for "sector" and included a namespace, so if there are different ontologies for sectors, we can manage it.

I'd like to pick a default vocabulary to start off, though.

IPCC (Intergovernmental Panel on Climate Change) 2006 categories for emissions. Some aggregate sectors have been added to the hierarchy. These begin with the prefix M.
