[Bug]: Incomplete aarch64 support - local-ca

Describe the bug

Testing OpenHPC recipe deployment on a Rocky 10 aarch64 head node, openchami.target fails to start because step-ca.container cannot pull a working arm64 image for ghcr.io/openchami/local-ca:v0.2.2.

Does that mean that there is an issue pulling an arm64 container or that the container that gets pulled doesn't work? If the latter, can you provide the error that is occurring?

I do see in the local-ca package that there is an unknown/unknown architecture instead of linux/arm64, which is probably an issue with the building/pushing of containers. Will dig into that.

The container get's pulled and results in a Exec format error when Podman tries to run it.

Can you try pulling version v0.2.3 of local-ca?
