Create build targets not depending on Costa

The Costa build breaks multiple times a year, and it takes of effort to fix it, while it is only used for one application, which hardly needs updates.

@theavuik please look at Werner his work. At the same time we have to check whether WAQUA/TRIWAQ will ever be update to a later version of OpenDA. In case this will not happen we can delete the whole COSTA/native part.

I will have to sit together with Werner to look at the gradle. I looked at it once more than 5 years ago but only remember I got stuck somewhere.
This will also not be a short term change.
The build target still needs to be fixed / split / improved on the short term, we need to make a new release in the coming weeks and the failure of the costa build is blocking this. Unfortunately Cees Voesenek is not able to help with this due to absence, others I asked for help also got stuck and gave up.

They again plan to stop with WAQUA/TRIWAQ this year, but that was the plan last year as well and it failed ;-)

Agreed with Werner that COSTA build can be removed, in the unlikely case that a new version does need to be build the target can be recreated (it is stored in the source code) and fixed with the compilers that are needed at that time.

It is not expected that WAQUA.TRIWAQ will need a later version of OpenDA. But to remove the native part, we'l have to make changes to class
NetcdfResultWriter extends CtaObject implements IResultWriter

Update:
There are 3 NetcdfResultWriter classes: NetcdfResultWriter, NetcdfResultWriterNative, NetcdfResultWriterPureJava.
The first 2 can be removed, the last one is then to be renamed to NetcdfResultWriter.
