Untangle fedata and fcedata

They are just not really connected. While running the game, fedata is not needed. In the menu the fcedata will be available whenever allow picking the color and we otherwise won't need it. Especially not for NFS4.

I'll figure this out in the future and wanted to have it documented somewhere, so here is an issue for it.

This is partially done now. Loading a car still requires the fedata to be loaded, because it loads the car name from it, which is never used.
