[BUG]: Sometimes TrackStartEvent won't fire off / is missing from raw event feed

Description

I would expect every TrackStartEvent to be followed by a TrackEndEvent, which would be followed by a TrackStartEvent. Sometimes TrackStartEvent is just missing

Steps to reproduce

1. Add about 10 songs to queue
2. Use the skip command 10x
3. Use events.on("raw" to inspect events (tested and its reproducible with sample bot code)
