Layer Opacity Not Respected Consistently

Description
When I create a new layer and lower the opacity, the marks on that layer should be that opacity. Currently it's doing it sometimes, and sometimes not - even on the same layer with the same tool. I believe this may only be with the Paintbrush tool.

To Reproduce
Create a new canvas and add another layer on top. Lower the opacity (i.e. to 30%) and use the Paintbrush to draw on the layer with the lowered opacity.

Confirmed, this is indeed pretty weird. I'm suspecting it's maybe something to do with the temporary tool layer that's used?

Toggling the layer visibility seems to reset things to normal as a workaround

@cameronwhite yep the toggling of the layer definitely seems to work but obviously frustrating. Glad it's not just me though :)
