[Development] API Key Requests

For anyone wondering where they should request for API key, we're working on a mock data server to test out the application and provide a minimal working solution to run the code.

It'll be done before the second week of October. Android app can now be compiled by following [Contribution Guideline](https://github.com/PopStackHack/mVoterAndroid/blob/contributing_guidelines/Contributing.md).
