Routing avoids easier to drive route to prefer fewer turns

Issue

OSRM default settings avoids taking the obvious route in this situation, instead choosing a slower and more fuel consuming route. I'm guessing it is penalizing the ramp as having two turns instead of the one for the route it chooses?
