Enable Parquet file format

Enable Parquet file format in PxWeb2 so it possible to download file as parquet.

Parquet was temporarily removed because of a bug and has now been fixed in PxWebApi 2.5.0.

• Consider switching from DataField to DecimalDataField in outputFormat=parquet PxWebApi#596

Actually, in #1241 we should only show the Parquet option if both

• timeUnit it not Other eg. https://data.qa.ssb.no/api/pxwebapi/v2/tables/07314
• parquet is available in the api dataFormats eg. https://data.qa.ssb.no/api/pxwebapi/v2/config
