Can't run (.NET required but already installed)

When I try to run the .exe (Windows 11) I get an error that says I need .NET and asks me if I want to download. Clicking "yes" does nothing, as does clicking "no". I followed the link on the github page to download .NET but when I try to install .NET I get an error saying ".NET Framework 4.7.2 or a later update is already installed on this computer."
