What steps will reproduce the problem?

1. Follow the developer installation instructions up to trying to install GAST

What is the expected output? What do you see instead?
The expected output is that GAST successfully installed.
Instead I saw:
An error occurred while collecting items to be installed
session context was:(profile=epp.package.modeling, phase=org.eclipse.equinox.internal.p2.engine.phases.Collect, operand=, action=).
No repository found containing: osgi.bundle,de.fzi.gast.metricresults,1.0.0.201201171344NGT

What version of the product are you using? On what operating system?
The developer edition, using Eclipse Juno Modeling Tools, on 32-bit Windows
