PythonCall requires Python 3.10+

The release notes just call it "housekeeping" but pythoncall as of the last release (November) requires python 3.10

This is causing our continuous integration to fail. See #2860

This can be temporarily resolved in #2860 by limiting the supported versions of PythonCall to before this version.

Long term, we can support this version of PythonCall once we merge #2796

I maybe did this too quickly, but it looks like the only place to restrict that version is in the for_rmg branch of ReactionMechanismSimulator.jl so I have tried that.

I'm getting close to merging #2796, but the limitation that we put on PythonCall here is breaking that PR. Our modern versions of Python cannot install the required version of PythonCall.

The good news is, I think #2828 already fixed this. By now installing pyjuliacall before RMS, we fix the required PythonCall version to one which is compatible with our code (hopefully). Will try.
