FR for new setting: hover variables in comments

The CobolEvaluatableExpressionProvider currently always leaves if the line is a comment - while I see that this would confuse some people it seems also interesting for others (especially if you have "old code" that references other variables commented out).

I therefore suggest an extension setting to toggle this behavior (which would be then checked before testing for a comment line).

Is this issue "approved"? If yes I should be able to come up with a setting. Actually I'd actually like to add two boolean settings:

rech.cobol.debug.evaluateExpressionEnabled (default: true) to be able to disable the registration of that (people obviously have different thoughts about "is this something a COBOL language extension should do [with tokens] or something the debugger should provide", an option like this allows to disable it in the debugging extension to enable other extensions to register it - without creating a conflict.

rech.cobol.debug.evaluateExpressionInComment (default: false) to provide a way to enable the hovering of variables in comments

Any opinions and/or approving of those settings (in the later case: feel free to assign this issue to me)?
