Action fails if foreman already installed, silence and pass instead?

As title says, the action fails if the foreman executable already exists, because it refuses to overwrite it. It'd be nicer if it either overwrote it, or silenced the error and marked the action as passing.

In my case, it was because the foreman executable had been committed to the GitHub repository.
