Archived task still holds active-session lock, blocking Plan Review for successor task

Reported from internal tasks: NEXT-508 / NEXT-433

Reproduction:

• Task NEXT-508 was archived.
• Task NEXT-433 Plan Review step ran at 2026-07-09T05:49:04Z.
• Plan Review failed with: "Plan Review failed before producing a verdict: active-session path C:\Users\drewd\Documents\1. App Development\1. Active\NextGenEHS is held by task NEXT-508; task NEXT-433 may not overwrite it."

Expected: Archiving a task releases any active-session locks it holds, so later tasks can acquire the same session path for workflow steps.

Actual: NEXT-508's lock persisted after archival, causing NEXT-433 Plan Review to fail.

Impact: Successor task cannot proceed through Plan Review until the lock is manually cleared or the engine is restarted.

Environment: Fusion workspace on Windows, path as shown above.
