[Bug]: Admin cannot see survey entries done today when they apply the "today" filter

Describe the bug

For admins, under the survey view dashboard, if they choose "apply all" filter, they can see all survey entries. But if they filter to "today", no survey entries appear even though there are surveys taken. This problem only appears for admin role, not to volunteers (not sure for managers).

Steps to reproduce

Go to the survey dashboard and filter for "today" after adding in some entries as Admin.

Expected behavior

You should be able to filter for surveys taken today.
