tauri(android): push notifications work too well make them worse

Describe the problem

so basically thank you so much to the ppl that worked on tauri push notifs with unifiedpush

now PLEASE make them worse they are literally too fast and I keep getting notified for chats I literally have open

Describe the solution you'd like

I'd like if push notifications weren't emitted as soon as they're received and rather if it checked whether or not the message in question was already read
