[Feature] Scoop update without HTTPS, as for the installation.

When I installed Scoop, it fallback from HTTPS to HTTP because 443 is blocked by my company firewall, but scoop update doesn't do the same, and sadly i cannot update my apps then (and scoop generally).

You can access git-based bucket via SSH, if it's allowed.
