[TRANSLATE] Proposal: Ukrainian translation of Scrum Guide Expansion Pack

Hello Community! I would love to contribute and translate Expansion Pack to Ukrainian.
We have a lot to share with the world driven org transformations through hard times but also in need of constant learning to make better professionals out of ourselves.

I've read that workflow is: first Discussion → Issue → than Pull Request (so the change is agreed and tracked).
Can i create an Issue after this post? or should it be approved somehow?

Would you be so kind to suggest next steps?
