Build aravis with viewer

Currently Aravis we set meson option viewer=disabled since we don't have gtk available on Windows, but they provide gvsbuild option (https://www.gtk.org/docs/installations/windows).

In this issue, we test to build gtk and aravis, and if it works, we will include viewer in our installer

• 1. Test to build gtk locally with the instruction of https://github.com/wingtk/gvsbuild (Note that I have once tried but had the version conflict so cannot finish the building process)
• 2. Build aravis locally with gtk 👆 and viewer (meson viewer option is enabled)
• 3. Test if the viewer is working on actual device)

If this works, please create a new issue to include gtk & arv-viewer in the installer.
