Add workflow to keep track of new formatters

We have tool formatters in tool_use.rb, tool_result.rb, but tools change often. We should have a workflow to check for new tools to make sure we have good coverage in the formatters.

Two ways I can think of to go about this. We can ask the agent to output the list of tools it has access to - this is great because the agent also has the input schema, so we can get info about how to structure the use side, but it also makes it non deterministic, so it might miss some formatters.

The other way is to look at https://code.claude.com/docs/en/tools-reference - this is great because it is deterministic and includes all tools, however it does not expose the schemas for either the use or result side.

A combination of both, where we use the Claude code docs to find new tools then ask the agent to provide us with the use schema might be the way to leverage the strengths of both approaches.
