Create my own mesh network

I do not know where to post my question, so I am posting it here.

I want to use smartmesh just for chatting and communication. No payment thing. I do not want to be part of the global mesh network.

Can I create my own mesh network?

What do I have to do if I just want to build and use the mobile apps for communication between users? I want it to work without internet.
