Manage packages for other user

I created second user for rarely used apps and want to disable packages for this user.
But this user does not have root, and "disable" option is not available.
It'll be good that main user (with root) sees packages for secondary users and can disable/enable their packages.

My current workaround is to open terminal and give commands
su
pm list users
to know that ID of secondary user is 10
pm disable --user 10 com.example.myapp
to disable/enable selected package in context of given user
