bin/github_setup.js should read from config.js

If there is already configuration setup for the URLs, Username/Pass etc you should probably use the info in config.js. Perhaps only prompt for another user/pass if the user for the mergeatron bot can't create the hook.

Agreed, this was a quick script I setup while I was doing the github hooks work. It will definitely be built out further.
