Add Epistemic Governance execution bundles

Context

SocioSphere PR #322 registers Epistemic Governance v0.2.1 and assigns AgentPlane the execution surface for detector, counter-test, replay, fixture evaluation, and policy-backtest bundles.

Required work

Add initial AgentPlane bundle surfaces:

• bundles/epigov-hygiene-detector-smoke/
• bundles/epigov-countertest-smoke/
• bundles/epigov-policy-backtest/
• schemas/hygiene-run-artifact.schema.json
• schemas/countertest-run-artifact.schema.json
• examples/receipts/epigov-strawman-smoke/

MVS-1 target

The first executable path should run:

1. claim input;
2. LOGFALL.STRAWMAN.V2 deterministic detector;
3. CTEST.STEELMAN.CONFIRM.V2 stub;
4. repair suggestion;
5. audit artifact;
6. replay artifact.

Acceptance criteria

• Same input plus same ruleset hash produces same detector output.
• Run emits ValidationArtifact, RunArtifact, ReplayArtifact, and HygieneDetectionArtifact.
• Tampered input fails replay verification.
• Bundle cites SocioSphere protocol/epistemic-governance/v1.
