Add AgentPlane smoke bundle for lawful metadata harvest receipts

Context

ProCybernetica PR #59 establishes the first lawful metadata harvesting contract: doctrine, envelope schema, OAI-PMH-style fixtures, validator, and CI gate.

AgentPlane binding goal

Represent metadata harvest work as an evidence-producing AgentPlane bundle: validate -> place -> run -> evidence -> replay.

Scope

• Add a synthetic smoke bundle for a three-batch OAI-PMH-style harvest.
• Emit or validate a harvest envelope compatible with ProCybernetica's lawful-metadata-harvest-envelope contract.
• Preserve validation, run, replay, and promotion artifact references.
• Add a negative fixture or run mode for token-loop anomaly behavior.

Acceptance criteria

• The bundle produces a replayable harvest run artifact.
• The generated envelope passes the ProCybernetica validator.
• Promotion is represented as an explicit decision, not an implied effect of harvest completion.
• The bundle performs no live network harvesting in the first cut.
