Get CVEs affecting given CPE API

Implement API to query affectedproduct table for CVEs affecting a given CPE for the webapp.

Preliminary SQL that should facilitate this:

FROM nvip.vulnerability
JOIN nvip.description ON vulnerability.description_id = description.description_id
JOIN nvip.affectedproduct ON vulnerability.cve_id = affectedproduct.cve_id
WHERE affectedproduct.cve_id = ?

Basic implementation done, located in the PNE DatabaseHelper class on pne-rabbitmq. This is temporary until it gets moved to the right location (API repo somewhere)

Need to check the priority of this and the form of the top of the vertical slice, as I don't know the actual plan for this task yet
