Migrate Characterizer to separate project

Some notes on extraction:

• This issue should be handled in a new branch off of crawler-breakup
• The characterizer must be migrated to be part of the standalone reconciler project, so that the characterizeCVEs() function as declared in the old NVIPMain can be called from the ReconcilerController instead
• Don't be afraid to rewrite, refactor, or simplify parts of the characterizer, as long as the same functionality remains.
• The extracted characterizer should use envvars instead of a properties file. Add whatever envvars are needed to the reconciler project's env.list and load them accordingly.
• Only migrate what's necessary to replicate the functionality of characterizeCVEs() in NVIPMain - if there are any unused functions or classes then don't bring them into the separate project.
• Some class dependencies (e.g. CompositeVulnerability) do exist in the extracted reconciler project, but may be missing fields and methods that the characterizer depends on. Add these fields and methods as necessary.
• Tests for all migrated classes should also be migrated
