Tailwind template does not exist currently

In the blog post about “specify-to-tailwind”, dated Aug 5, 2021 there is mention of a tailwind template at the end of the article

We've used the Tailwind Configuration Template in two ways:...

but I cannot find it in this repository.

Was the tailwind template moved?
