[BUG] No toc for pages in dev or it subfolders

Description: Technical pages recently added to the learn toc are rendered but with a blank toc area
Steps to reproduce: Go to https://app-superoffice-docs-dev.azurewebsites.net/en/contact/dev or https://app-superoffice-docs-dev.azurewebsites.net/en/document/library/it
Expected result: Show the toc that the page is listed as href in
Actual result: toc sidebar empty except for filter input

In prod, both these pages feature a toc from learn.
But there's no way to identify what toc they need.

Currently, learn toc is shown for a page if the uid property in markdown starts with help or if the file is actually in the learn directory.
