test: fix stress_test.sh failure in sequential task creation stage

Summary

Full suite now fails at tests/stress_test.sh after earlier suites were fixed.

Observed

• First failing suite: stress_test.sh (5/12)
• Failure point: Stress Test 1: Create 100 tasks sequentially
• Earlier suites pass: test_tm.sh, test_edge_cases.sh, additional_edge_tests.sh, test_context_sharing.sh

Impact

Full safe suite cannot complete; performance/stability validation remains blocked.

Proposed fix

• Reproduce failure in isolated stress suite run
• Apply targeted compatibility fix for non-interactive enforcement/runtime behavior
• Re-run stress suite and full pipeline
