Finish High Goal (on hold)

Need to pull vision targeting info from network tables and add multiple cameras to cameraserver. We may close this until the high goal is finished

Tim was mostly involved in getting the competition robot checked out, but we were able to get both Red and Green (Tim had Blue) to talk to the practice robot and uploaded an update to GitHub that contains robot.java with code for setting resolution and FPS. Testing at 1280x960 showed that there is no bandwidth limiter built into the path, so we have to be sure to manage this ourselves. Nothing to report on integrating target identification code. There's also a lingering drive problem that Liam identified and Tim was giving a little attention to. Tim added control for the camera tilt servo - the camera will be mounted off-center, to the side of the gear chute. Will still need a second camera for high-target boiler.
