Send ball color selection to Pi

• On the Java end, send the ball color thats acquired from the Field Management System (FMS).
• Add to the smart dashboard the ability to select FMS, Red, or Blue
• Send that selection to the Pi over a network table
• On the Pi, check for that Ball color sent over the network table
