add config value for "no permission" message

Oops, that's a funny oversight, thanks for pointing it out! That'll be an easy fix. :-)

Actually, the no-permission config value in YASE is used, and it's displayed when a player can't use the /yase set command due to a PlotSquared or WorldGuard restriction.

Configuring the generic permission message used for command permissions would actually be a feature request, so I'll adjust this issue accordingly.
