[CI] workflow when an issue is marked with issue/approve

Current Behavior

In our current workflow whenever someone creates an issue a github bot tells us to wait till an issue is marked with label issue/approved but after marking that label there is no notification from github bot.

Desired Behavior

After an issue is marked with issue/approved there should notification from github bot
