product report 中 spec 链接地址不对 属于产品变更报告输出中的文档链接 bug。当前 issue 正文为空，但仓库代码显示 product change report 允许引用 specs，workflow prompt 和 skill 没有定义 spec 链接的规范格式，状态校验也只拦截 commit ID 与 linked issue URL 缺失，不校验 spec 链接目标。

建议修复方向：为 product change report 的 spec 引用定义稳定格式（例如仓库相对路径或 GitHub blob URL），并在 .github/scripts/check_product_change_report_status.py 与 .github/aicodingflow-tests/test_product_change_report.py 增加覆盖，防止错误 spec 链接进入 docs/updates/ 报告。
