开发工作流问题

新手刚接触有如下问题：

• 1、只支持Codex 吗？看仓库代码有.claude文件夹应该支持claude code吧？如果支持claude code如何配置GitHub协作流？
• 2、本地开发流 /create-issue 创建成功后为什么不自动实现流程 issue -> branch/worktree -> commit -> push -> pr ？是所有流程需要人为介入还是有文档只是本人没看见？
• 3、OPENAI_API_ENDPOINT 如何理解？ codex 是https://api.openai.com/v1吗？
• 4、GitHub协作流报错如下,请帮忙简单分析错误原因

Triage summary

这个 issue 同时包含使用问题和一个 triage-issue workflow 失败，建议按 question、documentation、bug 和 area:workflow 处理。

已确认的信息：

• OPENAI_API_ENDPOINT 配置为 https://api.openai.com/v1。
• 404 发生在 triage-issue workflow。
• .github/workflows/triage-issue.yml 会把 base URL 规范化为 /responses endpoint，所以该配置按仓库文档应变成 https://api.openai.com/v1/responses。
• 报错中实际请求的是 http://127.0.0.1:46371/v1/responses，这和仓库 workflow 生成的官方 endpoint 不一致，更像是 openai/codex-action@v1 运行时、本地代理/转发层，或目标仓库实际生效的 Actions variable 把请求导向了 runner localhost；该本地服务没有提供 Responses API 路径时会返回 404。

使用问题的初步结论：

• AICodingFlow 的共享规则和 skills 在 .agents/，.claude、.codex、.cursor 属于不同工具入口或规则目录；当前 GitHub workflow 主要通过 Codex action 驱动。
• 本地 /create-issue 只负责创建 issue，不会自动串起 issue -> branch/worktree -> commit -> push -> pr。后续需要显式使用 git-branch / git-worktree、git-commit、git-push、create-pr 等 skills，或通过 GitHub label/assignee 进入对应 workflow 阶段。
• OPENAI_API_ENDPOINT 可以填 Responses API base URL 或完整 /responses URL；对官方 OpenAI 接口，https://api.openai.com/v1 是符合当前仓库 workflow 规范化逻辑的 base URL。

当前 dedupe 检查中，#235 与 provider/API key 使用疑问相近，但只有一个候选达到相近程度，不满足自动标记 duplicate 所需的两个 likely duplicate 候选阈值。

1. 支持其他 IDE 的，你看到目录中有 CLAUDE.md 和 .cursor
2. 创建 issue 后，需要其他同事讨论，这个流程最好不自动，其他流程也是需要人 approved，完全确认才能自动去实现，本着人负责的逻辑
3. OPENAI_API_ENDPOINT ，就是配置 OPENAI 的接口地址，比如我项目中配置的是：https://xxxx.com/v1
